Pre-generating Serial Numbers is used when you wish to produce COTS (commercial-off-the-shelf) software.  Normally this is a physical boxed product sold on retail shelves.  

You may also need to pre-generate Serial Numbers in other License Model / Activation scenarios where the numbers are required prior to the sale being actually made or the sale cannot be fully automated (as in Dynamically Generating Serial Numbers on the CheckPoint Server).

If you wish to pre-generate Serial Numbers for a particular license, you will use the SoftwareShield License Manager and upload those Serial Numbers to the CheckPoint Server.
