You have the option of Pre-Activating any Authorization Definition.  You do this simply by selecting the shown check box on the Authorization Definition Dialog:

Note that Pre-Activating a definition does not invoke the behaviour of the definition like it would at run-time. Rather - all it does is set its "Activated" attribute to true by default.  You may find this useful with General Use Codes to implement your own functionality.
