For any Authorization Definition, you can choose to pre-set a Serial Number.  Normally, this is done at run-time as the result of a successful Serial Number code exchange or programmatically using SetAuthorizationDetailsEx (or GetAuthorizationDetailsEx).  However, if you have a special requirement to pre-set the Authorization Definitions Serial Number, this can be done using the Authorization Definition Dialog. You enter it in the Serial Number area:
