Authorization Definition Parameter Descriptions are only applicable to General Use Definitions.  These descriptions describe your intentions for the parameter itself.  You enter the parameter description in the shown control on the Authorization Definition Dialog:

If you choose to send a parameter with a General Use definition, you must enter a description.
