Setting an Authorization Definition Parameter Value at design time is only applicable to General Use Definitions which use "Send Parameter" option.  

You do not have to pre-set a parameter value at design time.  If you choose to, you do so by checking the "Pre-Set Value" check-box and entering the value in the controls shown on the Authorization Definition Dialog:

The parameter value used may be any number between 0 and 65535.
