For Deactivate License Definitions only, you can choose to use a pre-condition.  You set the pre-condition for the deactivation by entering the Authorization Definition ID for the pre-condition itself.  You can only enter one pre-condition.  You enter it in the shown controls:

In the shown example image above, we are defining that Authorization Definition ID #1 must have been activated before the deactivation we are defining that uses the pre-condition can be executed.

Note that you must have already defined the Authorization Definition that is the pre-condition before you set it for any deactivation. (EG: In the shown example, Authorization Definition #1 must have already been defined).
