You can move an existing Authorization Definition up or down in the Authorization Definition list in the License File Manager by selecting it in the grid on the Authorization Definition Tab and clicking the "Move Up" or "Move Down" button.

Move Up and Move Down Buttons:

The Authorization Definition will be moved in the list and be assigned a new Authorization ID as appropriate. Any existing Authorization Definition which is displaced by the move will be swapped with the moving definition.
